How does this explain why your ships went from 12 cannon to 21? Often you have sailors that are in the ship's rigging or otherwise standing around, so my guess is that though both of your ships had 21 guns left, the men simply hadn't gotten around to manning them. Android games, either one that work with phone are bluestack which is an android emulator would say on the pc it.
For example, a ship may have 30 cannon left, but only enough men to crew 15 at a time (your men will run from one side of a ship to the other in order to man cannon that are facing the enemy, which is a nice touch). since there are many big players in empire z starters should only build core power up at first, a lot, so you wont get ticked off when you lose like 45K troops, it will be harder to gain power but it is more efficient to build up your core power first since your enemies cant take it away from you. I believe what's going on there is this: during a battle the listed number of guns a ship has indicates the number of guns it has that are crewed and ready to fire, not how many guns it has in working order.
